Revising the referee system

Abstract

The referee system reflects standards accepted by the profession, yet ecnomic and social factors are no less decisive in determining the success or failure of an attempt to publish a (seeming) contribution to learning. If we want to improve the referee system, we may wish to propose the improvement of both standards of publication and the economic and social means of their implementation.
